The book does cover all issues from a beginner but the common newbie stuff is marked as such and the author will tell you to skip those sections if you know certain info.
The biggest issue with the book is that because it is so old it still considers the OSI model as relevant and useful. So you have the author trying to link in TCP/IP to the OSI model and he spends lots of time explaining how you have to add a half layer so it can match what is actually happening.
Application wise there are some newer application protocols that are missing and some of the ones that were newish in the mid-2000s are not covered in detail. However it is still the best book if you in-depth knowledge in a readable structure.
